ITEX founder Aleksandar Prelević presented Call Appraisal on the Developers Stage of KosICT 15 in Prishtina. This year marked the jubilee 15th edition of Kosovo’s largest technology festival, organized by STIKK. Call Appraisal is ITEX’s newest AI-based product, built for companies, research organizations and NGOs that apply to open funding calls, most often EU programs.
In his talk, “Your Next Grant Starts Here,” Prelević started from a problem every applicant in the region knows well. Good projects lose funding before a reviewer ever reads them. An application usually fails in one of three ways. The call was close to the project’s subject but not the same. The application was closed on admissibility: a missing annex, a legal form the call does not accept, or a consortium one country short of the minimum. Or the paperwork, such as registration certificates, PIC numbers and letters of support, could not be gathered in time. All three problems are visible before a single page is written, and Call Appraisal is designed to find them at that stage.
The product works with three inputs. The first is a register of organizations and people, entered once and reused across every project. The second is the project itself: partners, team, budget, technology readiness level, work packages, KPIs and evidence. The third is the call. Users upload the call’s PDF or Word document, and the AI fills in the call’s rules, budget, deadline, award criteria and required annexes. Anything the document does not state is left blank.
From there, Call Appraisal works in three steps. In the Check step, it runs eight eligibility tests, scores the project’s fit with the call across eight dimensions, and counts the documents the applicant already has. The result is a plain-language report with a clear recommendation: pursue, apply only if specific gaps are fixed first, or decline. It also includes a concrete to-do list. In the Write step, the product drafts the application around the call’s award criteria, keeping each section within its character or word limit so it is ready to paste into the submission form. In the Adapt step, the same project can be reshaped for another call without starting from scratch.
ITEX built the product on one principle: nothing is invented. Where a call is silent on a rule, the answer is “can’t tell”, never a guess. Anything the applicant’s documents do not support is left out of the score. Every judgement names its evidence, so users can check the report rather than simply trust it. The examples shown at KosICT came from a real report on a live EU call.
Call Appraisal works in English and Montenegrin. ITEX currently offers it as a service: the client sends the call and the project idea, and ITEX delivers the appraisal report.
